Drug trafficking is a major transnational crime and one of the world's most profitable illicit markets, generating substantial criminal proceeds through the production, trafficking, and distribution of controlled substances. As a predicate offence to money laundering, drug trafficking networks employ increasingly sophisticated financial, corporate, and digital mechanisms to conceal, transfer, and integrate illicit proceeds into the legitimate financial system.

The UAE Financial Intelligence Unit has published Drug Trafficking Networks: Patterns and Threat Actors, an updated strategic analysis covering the period from 2024 to 2025, with the participation of the National Drug Enforcement Authority (NDEA). The report examines the evolving typologies, financial and transactional patterns, and emerging risks associated with drug trafficking and related money laundering, highlighting the misuse of money mules, corporate structures, digital payment channels, and virtual assets. It also provides reporting entities with key risk indicators to support the detection and reporting of suspicious activity linked to drug trafficking and associated money laundering.

Environmental crime is a significant transnational threat that generates illicit proceeds through activities such as illegal wildlife trade, illicit oil trade, illegal mining, and other forms of natural resource exploitation. As a predicate offence to money laundering, these activities may involve complex financial and trade-based schemes to conceal and move illicit funds.

The UAE Financial Intelligence Unit conducted a strategic analysis of environmental crime-related data covering the period from 2019 to 2025, with the participation of the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP). The analysis identified illegal wildlife trade as the most prevalent typology, followed by illicit oil trade and illegal mining activities, and provides reporting entities with key risk indicators to support enhanced detection and reporting of environmental crime and associated money laundering activities.

Human trafficking remains a significant transnational crime and a predicate offence to money laundering, generating substantial illicit proceeds that are often integrated into the financial system. The report outlines global and regional trends, noting the prevalence of sexual exploitation and forced labour, particularly among vulnerable populations.

Drawing on UAEFIU data from 2021 to 2025, the analysis identifies key typologies and risk indicators based on suspicious transaction and activity reports (STRs/SARs). Findings show that a portion of reported cases are linked to laundering the proceeds of human trafficking, with the UAE primarily appearing within international financial flows, including payment chains and connections to individuals or entities involved in such activities.

The report highlights the role of the banking sector and money service businesses in detecting suspicious activity, while also noting limited instances involving virtual assets and the use of real estate at the integration stage of money laundering. It further underscores challenges in identifying the misuse of legal persons and beneficial ownership structures.

The report concludes with practical risk indicators aimed at enhancing detection, improving the quality of reporting, and strengthening the response of reporting entities and competent authorities.
