Financial Crime Typologies in the Financial Sector

Criminals exploit the financial sector to move illicit funds and conceal their origin through methods like shell entities and trade-based money laundering. The UAE faces money laundering and terrorist financing risks due to its expansive financial sector and large remittances. To mitigate these risks, FATF Recommendations advocate a risk-based approach, allowing authorities to assess and implement appropriate anti-money laundering and counter-terrorist financing (AML/CFT) measures. The report shares UAEFIU findings on money laundering typologies in the financial sector, focusing on predicate offenses, alternative banking services, underground banking, and trade-based money laundering. Additionally, it highlights high-risk sectors like lawyers, accountants, and real estate agents, emphasizing their connection to the financial sector.

Target Audience:

This report intended for financial institutions regulated by the Central Bank of the UAE (CBUAE), the ADGM-Financial Services Regulatory Authority (FSRA), and the DIFC-Dubai Financial Services Authority (DFSA). It presents findings previously shared by the UAEFIU with reporting entities from financial institutions, focusing on typologies directly relevant to the sector and highlighting major risk indicators.

Methodology:

This report presents major typologies and patterns of financial sector abuse in the UAE over four years, drawing from UAEFIU typology reports published from 2021 to 2023. Based on analysis of data from various sources including Suspicious Transaction Reports (STRs), Suspicious Activity Reports (SARs), cases disseminated to law enforcement authorities, and freeze requests, among others. Data from international requests and insights from supervisory and regulatory authorities were considered. Each typology report examined a sample of data covering one to three previous years, with a total of 6,729 suspicious reports and over 500 international requests analyzed during the timeframe.

The UAE Financial Intelligence Unit has published Drug Trafficking Networks: Patterns and Threat Actors, an updated strategic analysis covering the period from 2024 to 2025, with the participation of the National Drug Enforcement Authority (NDEA). The report examines the evolving typologies, financial and transactional patterns, and emerging risks associated with drug trafficking and related money laundering, highlighting the misuse of money mules, corporate structures, digital payment channels, and virtual assets. It also provides reporting entities with key risk indicators to support the detection and reporting of suspicious activity linked to drug trafficking and associated money laundering.

Environmental Crime Typologies

Environmental crime is a significant transnational threat that generates illicit proceeds through activities such as illegal wildlife trade, illicit oil trade, illegal mining, and other forms of natural resource exploitation. As a predicate offence to money laundering, these activities may involve complex financial and trade-based schemes to conceal and move illicit funds.

The UAE Financial Intelligence Unit conducted a strategic analysis of environmental crime-related data covering the period from 2019 to 2025, with the participation of the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP). The analysis identified illegal wildlife trade as the most prevalent typology, followed by illicit oil trade and illegal mining activities, and provides reporting entities with key risk indicators to support enhanced detection and reporting of environmental crime and associated money laundering activities.

Human Trafficking and Modern Slavery Typologies

The UAE Financial Intelligence Unit (UAEFIU) has published its latest strategic analysis report on Human Trafficking and Modern Slavery Typologies, highlighting key risks, patterns, and financial behaviours associated with this crime and its link to money laundering.


Human trafficking remains a significant transnational crime and a predicate offence to money laundering, generating substantial illicit proceeds that are often integrated into the financial system. The report outlines global and regional trends, noting the prevalence of sexual exploitation and forced labour, particularly among vulnerable populations.


Drawing on UAEFIU data from 2021 to 2025, the analysis identifies key typologies and risk indicators based on suspicious transaction and activity reports (STRs/SARs). Findings show that a portion of reported cases are linked to laundering the proceeds of human trafficking, with the UAE primarily appearing within international financial flows, including payment chains and connections to individuals or entities involved in such activities.


The report highlights the role of the banking sector and money service businesses in detecting suspicious activity, while also noting limited instances involving virtual assets and the use of real estate at the integration stage of money laundering. It further underscores challenges in identifying the misuse of legal persons and beneficial ownership structures.


The report concludes with practical risk indicators aimed at enhancing detection, improving the quality of reporting, and strengthening the response of reporting entities and competent authorities.
